2009– 2010 Capital Renovations & Alterations (Annual Capital Allowance)

Definition

Annual Capital Allowance (ACA), also known as Capital Renovations and Alterations, are funds provided by the Ministry of Advanced Education to address improvements required during the economic life cycle of buildings and site, and to prevent the accelerated deterioration and obsolescence, necessitating premature replacement.

Categories of ACA

  • Initiative to Reduce Greenhouse Gases - introduction or replacement of components which serve to reduce carbon emissions;
    Examples: HVAC upgrades and adjustments, alternate energy projects.
  • Renovations - general minor renovations and renovations and alterations to accommodate program change;
    Examples: Classroom and office renovations, universal access upgrades, safer campus projects.
  • Building Maintenance – projects which maintain and extend the life of post-secondary facilities;
    Examples: Roofing inspections and associated preventative repairs, wall re-painting on a 7 to 10 year cycle, mechanical and electrical systems replacements, group re-lamping projects, fall protection, roof anchors, asbestos removal, eve safety shower installation.
  • Technology Infrastructure – projects which provide electronic technology infrastructure maintenance and improvements;
    Examples: Data Networking mapping, Server room cooling, Server room fire protection systems, infrastructure for classroom technology.
  • Pre-Planning – funds to develop a business case for proposed capital projects;
    Examples: Space and program planning, Engineering/Consultant services, building audits.
  • Site Works – projects which maintain site infrastructure and improvements .
    Examples: Traffic calming and sidewalk upgrades and repairs, ramp widening, water line service upgrad and entry twinning, new sanitary waste line.

Examples of ineligible use of Annual Capital Allowance include

  1. Acquisition of Equipment or Furniture; and
  2. Building Expansions.

Submissions / Timelines

All Program / Department ACA requests must be prioritized and submitted using the attached 2009-10 Annual Capital Allowance Request Form. Save this form on your computer and use a word process to modify.  Complete one Form for each request.  If you have questions or need assistance, please contact Craig Hanson at local 6506 or hansonc@viu.ca.  Completed Forms must be e-mailed to Craig Hanson, Planner/Developer, Facilities Services and Campus Development (hansonc@viu.ca) by Friday, February 27, 2009.

Adjudication Process

Facilities Services and Campus Development will analyze, prioritize and recommend ACA requests in consultation with the Vice President, Administration and Finance and the Executive Council.  Approved projects will be communicated to the Management Committee.

The prioritization of ACA requests is based on the following criteria

  1. Amount of funding;
  2. Ministry direction;
  3. Institutional priorities;
  4. Maintaining the integrity of the Physical Plant;
  5. Compliance with regulatory requirements;
  6. Increase space utilization; and
  7. Renovations / Alterations.
